Vision: To see healthy and productive citizens who can actively engage in socio-economic development of the country.

Mission: To reduce morbidity, mortality and disability due to communicable, non-communicable diseases, and mental health problems and improve the health status of the Ethiopian people through providing a comprehensive package of promotive, preventive, curative and rehabilitative health service via a decentralized heath system.

Goals:

  1. To end major communicable diseases as a public health threat by 2030
  2. To prevent and control avoidable non-communicable diseases and mental illness.

  1. Fairness or equity. Provision of quality and equitable services will be emphasized through ensuring preventive, disease control, diagnosis and treatment services reach all populations including women, IDPs, refugees, prisoners, migrants, and etc. may face hardship in accessing services.
  2. Value for money or efficiency. Investment seeks to forge the principle for value for money. Accordingly, high impact interventions with low cost will be prioritized and implemented.
  3. People-centered. Community is a central part in all interventions.

  1. Give overall guidance for prevention and control of communicable, non-communicable diseases and mental health problems.
  2. Develop strategies, guidelines and implementation manuals for prevention and control of communicable, non-communicable diseases, and mental health and mental disorders problems.
  3. Conduct advocacy on communicable disease, non-communicable diseases and mental health conditions and their risk factors to increase the awareness and commitment of policy makers, health managers and health care workers. Moreover, promote healthy lifestyles aimed at reducing risk factors.
  4. Promoting public awareness, improving diagnosis, treatment and care, surveillance, registration, and research. Fostering collaboration, partnership, and engagement of the community.
  5. Strengthen international cooperation and advocacy to raise the priority accorded to prevention and control of both communicable and non-communicable diseases in the development agenda and in internationally agreed development goals.
  6.  Mobilize financial resources for the prevention and treatment of communicable, non-communicable, and mental health conditions. .
  7. Manage the efforts of bilateral and multilateral organizations, and community at large in jointly working to combat disease burden and to achieve the set program specific objectives and sustainable development goals (SDGs).
  8. Strengthen national capacity for communicable and non-communicable risk factors surveillance and research for prevention and control of the diseases.
