Dr. Muluken Argaw is the Strategic Affairs Executive Officer at the Federal Ministry of Health (FMOH). He is professionally a medical doctor and public health expert. He earned his master’s degree in philosophy in Global Health from the University of Bergen, Norway, and his first degree is a Doctor of Medicine from the University of Jimma, Ethiopia.

Dr. Muluken had a major role in establishing the school of medicine at Dire Dawa University where he was the dean of the school for 3years, He also served as the head of Dire Dawa Regional Health Bureau for four years during that time he a lot in disease prevention, curative and rehabilitation activities and as well as health promotion activities in the administration together with the regional health professionals, health bureau staffs, the Ministry of Health and Different NGO's. Then he became Deputy Director General for the program section at Ethiopian Health Insurance Service (EHIS). He was responsible for leading the activities of membership enrollment, Pooling, and purchasing activities of the "service". He and his colleagues and partners had worked their best to make EHIS a strategic health purchaser. 

Beyond his professional accomplishments, Dr. Muluken is known for his enthusiasm, sociability, and unwavering passion for his work. He is driven by a desire to contribute to universal health coverage and is particularly interested in health financing and priority setting. His expertise in health system reform and strengthening in low- and middle-income countries makes him a valuable asset in the field of public health.
