  1. The Ministry of Health invites sealed bids from eligible and qualified bidders for the procurement  of different types of furniture as follows:-

  2. Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the Government Procurement Guideline and are open to all bidders from Eligible source country as defined in the Guidelines.
  3. A complete set of Bidding Documents in English language may be purchased by interested bidders, at the address given below and up on payment of a nonrefundable fee of Ethiopian Birr 300.00 (Three Hundred Birr).
  4. Bids must be delivered to the address below on or before 2:00 P.M on June 8, 2022. Electronic bid will not be permitted. Late bids will be rejected. All bids must be accompanied by Bid Security as per indicated in the table above, bids and bid security shall be submitted separately for each center as per indicated above in the table. Bid Security must be in the form of CPO, Bank Guarantee and Irrevocable L/C from recognized Bank of Ethiopia or in Cash or any of permitted in Public Procurement & Property Administration Directive. Insurance Bond is not acceptable
  5. Bidders shall provide with their bid; Relevant renewed trade license, VAT registration certificate, Tax Clearance letter from tax authority, and it should be valid, if not, it leads rejection of the Bid, Copy of registration certificate from Public Procurement Authority (PPA) (bidders can print their Registration Certificate from the PPA website).

  7. Bidders shall be required submitting bid documents with single envelope containing Technical proposal and financial proposal with their copies.
  8. The bid will be Closed on June 8, 2022 at 2:00 P.M and will be opened on June 8, 2022 At 2:30 P.M. in the presence of the bidders’ representatives who choose to attend in person at the Finance and Procurement Directorate office in Block  A 2nd floor of the Ministry, Addis Ababa Ethiopia.

REQUEST FOR EXPRESSION OF INTEREST (REOI)

Assignment Name: Supervision Services for the DRIVE Project “Establishment of Sustainable and Equitable Cardiac Care in Ethiopia”.
Grantor: Ministry of Foreign Trade and Development Corporation represented by Invest International Public Programmes B.V. 
Grantee: The Government of the Federal Democratic Republic of Ethiopia legally represented in this matter as Ministry of Health (MoH)
Reference No. DRS18ET01 – Independent Supervision for Project Establishing Sustainable and Equitable Cardiac Care in Ethiopia 

The Government of the Federal Democratic Republic of Ethiopia and the Ministry of Foreign Trade and Development Corporation represented by the Invest International Public Programmes B.V. has signed a MOU for the project Establishing Sustainable and Equitable Cardiac Care in Ethiopia,  (hereinafter The Project). The Project consists of several project components, such as the realization of a Renovated Floor and the construction of a New Cardiac Care Centre, that are included in the underlying Contract (Main Contract) between MOH (Employer) and Philips Medical Systems Nederland B.V. (Contractor). The Main Contract commencement date confirmed by both Employer and Contractor was 17 October 2018. Both the New Cardiac Care Centre and the Renovated Floor shall be realized in Addis Ababa, Ethiopia in the premises of Tikur Anbesa Specialized hospital (TASH). The MoH would like to hire a consultant firm (“Consultant”) with a proven capability in architecture, civil engineering and all other related disciplines that are required for the supervision services of the Project (“the Services”). Individual firm's should clearly state the interest in undertaking the assignment, its primary focus of business, its key qualifications for the assignment, the firm should highlight relevant project experience, one or two especially qualified staff in narrative form, understanding of the assignment's purpose, objectives, and development context, identifying associated JV partner(s) or experts and explicitly stating the firm's interest in being on the short list with signature and title of a senior officer of the firm.

The Services concern the Main Contract of which the Design, Development, the Construction Documents, the Construction Management and the Post-Construction Monitoring of both the New Cardiac Centre building and the Renovated Floor form a major part. As mentioned in the previous alinea, the Main Contract commencement date was 17 October 2018. Since then, several project components have been (partially) implemented. But, since May 2019 the Project implementation remains on hold, with the exception of the realization of the Renovated Floor. Currently, efforts are made to ensure that all outstanding obligations are confirmed to have been satisfactorily met, by means of a Statement of No Objection from Grantor, of which the successful hiring of a supervisor consultant firm is one. Upon receipt of that Statement of No Objection the project implementation can continue and the Employer and Contractor can confirm a recommencement date and resultant new End of Term date for their Main Contract.

Originally, the schedule per phase of the Project was approximately as follows:

  1. Design Phase: November 2018 – March 2019
  2. Implementation Phase Renovation: November 2018 – March 2019
  3. Implementation Phase New Building: November 2018 – January 2021
  4. Operation and Maintenance Phase Renovation: May 2019 – May 2024
  5. Operation and Maintenance Phase New Building: January 2021 – January 2026 

Due to the temporary on hold of implementation of the Main Contract, the original schedule per phase of the Project presented above will obviously change, but the required Services remain similar. For those project components already delivered partially or in full, you will be tasked to assess if the delivery has been performed in compliance with the Main Contract and Grantor requirements and advise if any corrective action and/or measures are required or not. More details are available in the Terms of Reference (ToR), which can be obtained upon request at the address below.

The MoH of Ethiopia now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The statement of qualifications should highlight the firm's sector-specific expertise, country/regional experience, and collaboration with a JV partner(s). Please pay attention to the shortlisting criteria which are presented in the alinea’s. 

The shortlisting criteria are divided into 1) pass / fail criteria and 2) other scorable criteria. Please find below:

  1. Pass / Fail criteria
    • The Consultant should be able to meet the minimum requirements set by the Ethiopian Authorities and the Grantor DRIVE Policy Rules (https://english.rvo.nl/subsidies-programmes/development-related-infrastructure-investment-vehicle-drive) .
    • Access to an in-country (Ethiopian) firm / agent specialized in service, training and maintenance to effectively support the project during Operation and Maintenance Phase;
    • The Consultant shall be Category 1, with a license eligible for the year 2014 EC, VAT, TIN, PPPAA Registration (Registration on Suppliers list), and the Consultants with more than one on-going contract with the MOH are not allowed to participate in EOI (Consultants with one contract with MoH shall bring a letter from MoH as proof for their good performance)
    • Failure to meet one of the Pass / Fail criteria immediately results in rejection of the EOI.
  2. Scorable criteria
    • The Consultant has successfully completed at least 2 (two) similar contracts with a budget of at least EUR 1,000,000 in the past 10 (ten) years;
    • The Consultant shall have successfully completed at least 1 (one) similar contract in the East-African region in the past 5 (five) years;
    • The Consultant shall have successfully completed at least 2 (two) similar contracts for supervision of construction and equipping of a public building in the past 5 (five) years;
    • The Consultant shall have successfully completed at least 1 (one) similar contract for the supervision of a heath institute of comparable or better technological level in the past 5 (five) years;
    • Experience with European donor-funded contracts and knowledge of administrative procedures. At least two (2) international donor-funded contracts of similar nature, completed in the last five (5) years.

Additional criteria/remarks for Consultants: 
The Consultant is informed that no evaluation of staff teams and/or CV's will be performed during the shortlisting stage. CV’s in the shortlisting stage only demonstrate the availability of (qualified) staff . 

Where necessary only a maximum of most relevant 20 past assignments, from which specific experience can be demonstrated of the Consultant, shall be included.

Expression of Interest (EoI) shall be submitted in English. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the Contract, if selected.    

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Guidelines .

A list of Consultants will be established based on the submitted EoI's and in line with the criteria outlined in this document, from which a shortlist of 5 to 8 best qualified EoI's based on the achieved scores shall be selected for the next phase. These shortlisted Consultants will be invited to submit full technical and financial proposal.

Interested Consultants are allowed to submit their Expression of Interest either in hard copy, soft copy or both. The soft copy version, which should be a scan copy of the original signed proposal with all signing details, signatures and stamps fully visible, must be submitted along with a copyable / searchable PDF , or Word versions of proposals on a CD or an USB. A hard copy submission should include one (1) envelop, with one (1) original hard copy, three (3) hard copies and one (1) electronic version on a flash disc or a CD. As of 1 October 2021, the execution of the DRIVE programme has been transferred from the Netherlands Enterprise Agency (“RVO.NL”) to Invest International Public Programmes BV, as per the Ministerial decision Nr. 41799 of 17 September 2021 in the “Staatscourant”. Wherever the Netherlands Enterprise Agency or RVO.NL is mentioned, as of 1 October 2021, this should be read as "Invest International Public Programmes BV”. This change does not imply any material consequences on the rights and obligations as set out in the MOU.

Any interested Consultant should, amongst others, acquaint himself with the integrity requirements set by the Grantee and Grantor during all phases of the project and referred to in this REOI. Interested Consultants that get shortlisted will receive the RfP documentation set. In it there is, amongst others, a separate Annex dedicated to the KYC Information Requirements which only the winning Consultant is expected to deliver on. If needed further information will be provided by the winning Consultant to finalize the Consultant Due Diligence process prior to contract negotiation. This process is meant to (re) affirm that the winning Consultant is indeed compliant with the integrity requirements agreed upon between Grantee and Grantor in the MOU and Grant Arrangement DRS18ET01. In case of non compliance it needs to be determined by Grantee and Grantor first what corrective actions are required to be delivered on to achieve compliance prior to the start of contract negotiation. If compliance is confirmed by both Grantee and Grantor contract negotiations obviously can proceed.
