Hygiene and Environmental Health Directorate 

The Government of Ethiopia has been committed to change the country’s sanitation, hygiene, and environmental health program implementation. The Government expresses its commitment by establishing hygiene and environmental health structure at the national and sub-national levels, by training and deployment of environmental health professionals. Besides, the government is taking the lead to achieve sustainable development goals (SDGs) to ensure healthy lives and promote well-being for all at all ages. The contribution of hygiene and environmental health for the realization of SDGs and the well-being of the population at large is enormous. 

The hygiene and Environmental Health program is one of the major public health disciplines which has a great contribution for disease prevention. At the ministry of health level, the program is organized at the directorate level since 2018 with four major case teams. These case teams execute various initiatives to augment disease prevention and health promotion intervention of the health sector transformation plan. 

Strategic Objectives

The following are the major strategic objectives of Hygiene and Environmental Health Program:


  • Achieve access to adequate and equitable sanitation for all
  • Promote basic hygiene behaviour in order to control related communicable diseases
  • Ensure water safety  from the point of source to consumption
  • Reduce prevalence of vector borne diseases
  • Improve personal Hygiene Practices 
  • Ensure safe and conducive working environment in all institution  
  • Ensure food safety and Hygiene  practices 
  • Ensure access to water supply, sanitation and hygiene (WaSH) in Health care facilities  
  • Establish Climate Resilient Health System 
  • Reduce the effect of Environmental Pollution on Health 
  • Strengthen Occupational Health and Safety
  • Monitor and regulate environmental pollution 

Case Team

Hygiene and Environmental Health Directorate has the following four case teams.


  1. Waste Management case team
  2. Food, Water Safety and Hygiene case team
  3. Institutional Water Supply, Sanitation and Hygiene case team 
  4. Climate Change and Social Conformity case team 

Major Roles and Responsibilities


  • Prepare strategies, guidelines, manuals, and other policy documents on hygiene and environmental health programs and monitor implementation status 
  • Strengthen hygiene and environmental health structures at all level
  • Mobilize and properly utilize resources for hygiene and environmental health program implementation 
  • Conduct research on hygiene and environmental health programs
  • Implement  social and behavioural change communication to enhance community ownership on hygiene and environmental health



  • Execute interventions to improve latrine coverage and create open defecation free kebeles’ 
  • Identify  technology options for improved sanitation services
  • Strengthen  household water treatment and safe storage practices
  • Strengthen water quality monitoring and regulation practices
  • Strengthen  personal hygiene practices
  • Execute regulation of hygiene and environmental health services 
  • Implement pollution control measures to safe guard the health of the general public 
  • Provide hygiene and sanitation services during emergencies
  • Strengthen water supply, sanitation and hygiene services for health care facilities
  • Strengthen occupational health and safety measures
  • Implement institutional health services 
  • Conduct health impact assessments
  • Strengthen school Hygiene and Environmental Health services

Management Role


  • Ensure that Hygiene and Environmental health program has been organized as per the institutional directives, and secure the necessary budget, human resources
  • Design hygiene and environmental health strategy based on national directives as well as the Ministry's strategic plan
  • Establish monitoring and evaluation mechanism to ensure the designed strategy has been successfully implemented, adequate support has been provided and effective results have been obtained 
  • Utilize evidences, comments and suggestions as inputs to ensure quality of hygiene and environmental health programs  at all level 
  • Coordinate development partners working in hygiene and environmental health programs
