Public Health Infrastructure Directorate (PHID)


Public Health Infrastructure Directorate was established to ensure efficient and effective utilisation of essential public health services, human resources, health information technology and infrastructure necessary for accessible and quality health service delivery at a national level. PHID deals with:

  • Health facilities expansion and rehabilitation
  • Health information technology
  • Medical equipment and computer maintenance

These three processes are integrated with other inputs such as human resources in order to provide efficient and equitable health service delivery as well as sustainable development.

Case Teams

There are three case teams within the PHI directorate:

Health Facilities Construction and Rehabilitation Case Team

The main role of the team is to create access and improve health service coverage through the Ministry’s Health Facilities Expansion and Rehabilitation scheme.

Major Activities

  • Conduct gap analysis and feasibility studies to identify the need for construction, maintenance and rehabilitation of health facilities.
  • Manage various health facility construction contracts and regularly supervise building sights.
  • Design office set up and medical equipments and health facilities, including hospitals.
  • Set standards (what standard?) and provide information and consultancy service to development partners and NGOs regarding the construction of health facilities.
  • Produce ToR, room programme and design brief to bring standard health and health related facilities. (Don’t understand this sentence)
  • Manage projects within the defined scope, timeframe and resources.
  • Review project plans, progress reports as well as advice clients to assist critical decision-making processes.
  • Monitor and improve crucial technologies in areas of security, facilities and physical plant management.
  • Coordinate and oversee the safe, secure and environmentally sound operation and maintenance of assets (air conditioning, boiler, stoves, water supply sewerage fixtures and line, etc...)
  • Conduct risk assessment and document findings for future decision making processes.
  • Plan budget, and develop national and international procurement specification and tender processing.
  • Develop facilities standards for essential civil work.

Health Information Technology Case Team

The Health Information Technology Case Team (HIT) plays a major role in implementing appropriate information technologies to improve the health sector. Various services, such as software development, network infrastructure, and proactive technology identification and benchmarking have been carried out to deliver the maximum possible information that can facilitate and enable evidence based decision and planning for having access and quality of health service delivery.

Major Activities

· Install reliable network to ensure effective health care services. Local Area Network (LAN), Wide Area Network (WAN), Wireless Networking (WLAN) can be used to ensure the availability and exchange of information secure channel at a low cost.

· Set up a National Health Information Center that will provide real-time support to improve daily operations and clinical practices. This will also improve , as well as Data warehouse decision support tools for analyzing retrospective information that will assist in evidence based planning improvements for the quality of services provided, the effectiveness of the delivery of services, and the efficient utilization of resources.

· Research and customise internationally recognised e-health systems, such as Tele-Medicine and EMR for local use.

· Implement suitable e-health systems and provide training to enhance performance.

Medical Equipment and Computer Maintenance Case Team

This team was formed to ensure that all medical equipments and computers are being maintained in a timely, economical and professional manner required – essential to the suitability of quality health care service in the country.

Major Activities

· Establish a system that allows quick identification defective equipments and computer devices in all health facilities and offices under the Ministry.

· Provide periodic maintenance services.

  • Provide user manuals for all equipments and computers found in all heath facilities and officers under the Ministry.

· Coordinate/facilitate proficiency and capacity building training programmes.
