Health Professionals Registration & Licensure Requirements

HAVING regard to the mandate given to the Ethiopian Food, Medicine and Health Care Administration and Control Authority (EFMHACA) in accordance with Proclamation No. 661/2009 to provide scope of practice of health practitioners;

WHEAREAS, it is important to set practice boundaries within and across health professional categories thereby promoting integrity of the health professions and ultimately protecting the public from health risks associated with practices beyond allowable scope;

WHEAREAS, it is necessary to provide the basis to the development of standards and competencies for health practitioners, regulation of professional practice, and inform the general public about the services health workers are qualified to provide;

NOW THEREFORE, having regard to relevant training curriculum, graduates profile of health professionals, occupational standards for technical and vocational education and training programs and other relevant best practices, this directive is issued in accordance with Article 55 (3) of the Food, Medicine and Healthcare Administration and Control Proclamation No.661/2009, and Article 98 of the Food, Medicine and Healthcare Administration and Control regulation No.299/2006.

Definition

Without prejudice to the definitions provided under Proclamation No. 661/2009 and Regulation No.299/2014, in this directive, unless the context otherwise requires: 1) “Registration” means a the process whereby a health professional data is recorded and assigned to a profession with its appropriate nomenclature 2) “Licensure” means a the process whereby a health professional data is recorded and assigned to a profession to its appropriate nomenclature and provided with a license to practice in their domain 3) “Health Professional’’ means those with recognized training and working in the medical field 4) “Authority” means the Federal Ministry of health; 5) “New Registration/Licensure “means the process of the first registration and licensure of a professional into one field or upgrading to a related one 6) “Renewal of License “means the process of restoring a license after its expiration date (which is five years)

Objectives

The objectives of this document shall be to:

  • Serve as an information source in regards health professionals prerequisites for registrations and licensure.

Justification for Registration and licensure

There are a growing number health professionals and interested individuals or institutions that are unaware of the requirements for registration and licensure.

Registration and licensure Process

  • Registration and licensure will be by the Authority or regional Regulatory Authority.
  • Registration and licensure shall be done when health professional have competed their studies and before they are deployed or initiation of work in health related clinical activities.

 

Prerequisites for registration and licensure

A. For Registration and licensure of New professionals.

  • 1. Educational documents from University
  • (Other documents such as deployment letter Internship assessments for Junior medical doctors and dental surgeons).
  • 2. Professionals who have completed their post graduate studies are required to present their Senate approval list, a letter from their sponsoring institution detailing their commitments and regarding the provision of registration or license)
  • 3. Photograph
  • 4. Filling the application form
  • 5. Fee for new license.

 

B. Renewal of existing professional license

  • 1. Work experience starting from the previously issued license
  • 2. Health examination Certificate (Preferably recent)
  • 3. Filling the application form
  • 4. Returning of the expired license Recent
  • 5 photograph (Preferably recent)
  • 6. Fee for the renewal

 

C. Registration Requirements for health professionals coming from abroad for long term purpose (from 3 months up to five years)

  • 1. All professional documents:-
    • A. Authenticated Academic Document (Certificate, Diploma, Degree, Transcript for both undergraduate and post graduate certificates)
    • B. Authenticated Professional License from country of origin
    • C. Current work experience and/or Letter of good standing (More than two years For Professionals coming from abroad)
  • 2. Health examination Certificate (Preferably recent)
  • 3. English language proficiency certificate (for foreign applicants coming from Non- English speaking countries only)
  • 4. Two pass-port size photographs
  • 5. Copy of passport (for foreign applicants only)
  • 6. Fill the application form which is found in Health Professionals Registration and Licensing office under customer service directorate.
  • 7. Request letter from the hiring/requesting health facility found in Ethiopia should present active institutional license and the incoming health professionals education should be congruent with the services provide at the institution
  • 8.Fee for the new license

D. Registration Requirements for health professionals coming from abroad for short term purpose ( up to 3 months)

  • 1. All professional documents:-
    • A. Academic Document (Certificate, Diploma, Degree, Transcript for both undergraduate and post graduate certificates)
    • B. Professional License from country of origin
    • C. Current work experience and/or Letter of good standing (More than two years For Professionals coming from abroad)
  • 2. Health examination Certificate (Preferably recent)
  • 3. English language proficiency certificate (for foreign applicants coming from Non- English speaking countries only)
